NJCA need to Clarify the Doubts over 7th CPC Issues

No clarity in the Press Statements of both Government and NJCA on 7th CPC issues

The six days Drama was come to an end yesterday. After the Union Cabinet Approved the implementation of 7th CPC Recommendations on 29th June 2016, a Meeting of NJCA leaders held on the next day on 30th June 2016. After the NJCA Meeting, some Leaders met the Group of Ministers at Home Minister’s Residence. It is said to be an informal meeting, so no any official announcement was made by Govt regarding this Meeting. But NJCA leaders told that GOM assured that they would refer this issue to a committee to review.

The same day, SRMU has declared that the Indefinite Strike is postponed based on the Govt assurance. From that day onwards there was lot of drama going on day to day over the issues of 7th CPC and Indefinite Strike

As per schedule the NJCA Leaders met on 6th July 2016 to decide on future course of Action. But the meeting was ended with a decision to postpone the Strike Action.

Finally, the Six Days confusion come to an end on 6th July after NJCA and Ministry of Finance issued Press Statements. [SEE Press Release of Finimin and Press Statement of NJCA]

But Still there is no Clarity in these press statements on the following issues.

1. When will Notification for implementation of 7th CPC recommendations be published?

2. When will the CG Employees get 7th CPC salary.?

3. Why all allowances including HRA and TA referred to committee?

4. When will the revised rate of HRA and TA come into effect?

5. Does the NJCA really believe the proposed committee will recommend to increase Minimum Pay and Fitment Factor…?

6. If they believe so, why didn’t they say anything about the date on which the 7th CPC come into force…?

7. If 7th CPC comes into force from this Month, Does the NJCA believe the Minimum Pay and Fitment factor will be increased after four months?

8. Do the Govt and NJCA assure No Committee will be formed after four months…?

The NJCA has to clarify all these doubts to Central Government employees. If you have any other doubts, please comment.

  1. We should get the arrears of HRA as it seems that intentionally its getting delayed by govt to defer the allowances and to make another committee.

  2. If the government is really interested in staff welfare they would have definitely taken a positive decision even before the announcement in June. Or at the worst case would have taken a decision to hike or not to hike within a reasonably short period. But repeatedly referring to committees is only making a mockery of the employees. It clearly exposes the inexperience of the govt. in the handling the pay commn. It is still surprising NJCA is playing in to the hands of govt.

  3. Poor show of NJCA.You can’t expect from such lingering and delaying tactics of Govt.New committee will also do as Govt will insist them like earlier.

  4. Let the strike to be held for one day to fasten the procedure for implementing pay commission report. Unless this govt led by Fin Minister will not take it seriously towards the betterment of CG employees. No decision yet taken or statement given by Finance Minister

  5. What about the parity of pension of old and new pensioners. Nothing is mentioned about it. The chairman of 7th CPC, had told in a interview on 29th June 2016, that OROP is accepted by the govt and this is first of its kind proposal. Whether this also will be forming part of the agenda of the high level committee?

    Will it not be better to wait for the implementation of the 7th CPC after the verdict of the various committees after 4 months?
    Other wise these committees may recommend the additional benefits from further prospective dates.

    This is just a ruse for the government to further delay even the meagre raise. Its not clear why the NJCA has fallen for this

  7. WHY FOUR MONTH TIME HAS BEEN ACCEPTED BY THE NCJA. THERE IS LOT OF CONFUSION AND THE UNION MEMBERS WHO MET THE GOVT. SIDE ARE ALSO UNDER CLOUD. ALL ARE SURPRISED WHEN GOVT. CLAIMS IT A GOVT WITH QUICK DECISION. THE PAY COMMISSION TOOK 21 MONTHS TO DECIDE THAT MULTIPLICATION FACTOR SHOULD BE 2.57 (WHICH IS ALREADY BASIC + 125% DA COMES TO 2.25). THE EMPOWERED COMMITTEE OF SECRETARIES TOOK 7 MONTHS TO RECOMMEND THAT THE RECOMMENDATIONS MAY BE ACCEPTED WITH MULTIPLICATION FACTOR 2.57 ONLY, NO INCREASE IN IT. EMPOWERED COMMITTEE OF SECRETARIES UNDER THE CHAIRMANSHIP OF CABINET SECRETARY AND SIX SECRETARIES AS MEMBERS IS NOT HIGH LEVEL COMMITTEE, SO WHAT HIGH LEVEL COMMITTEE IS BEING PROPOSED AND WHY THEY ARE ASKING FOR FOUR MONTHS. THEY ARE JUST BUYING THE TIME. THE NCJA SHOULD ALSO CLARIFY THE REASONS FOR ACCEPTING TO GIVE FOUR MONTHS TIME.

    In brief
    (1).BADA JANULA PARTY (BJP) will implement pay commission report without any benefit from mostly january 2017.
    (2). In addition to govt , all unions simply cheating the poor employees.
    (3). After implemention, all the employees should prepare to digest negative salary(they receive) i.e., new salary will be less than present salary
    (4). Lot of advertisements from media and big companies, like auto field that their sales will be raised. I can challenge that their sales will be declined.
    (5). This party will utterly fail in all comming elections.
    (6). BJP repeatedly says, corruption is controlled. Is it possible to treat a person suffering from cancer advanced stage.? No. Similarly Corruption found to be part of indian blood.

  9. My doubt is what is the use of this high level committee? What are the recommendations of empowered committee? Why it is not published? Present Govt. is forming Committee after committee but the root problem is not addressed properly. It looks like Govt is buying time for implementation

  10. Actually I do not know what is going with implementation of VII CPC. The Confederation CGE deferred the strike based on a commitment made by some of the Union Ministers. Was it justified to do so? I believe that Govt now has taken a delay delaying tactics which is unjust. At the same time Govt has undermined the capacity of Central Govt Confederation. We know that give and take policy always brings an optimistic outcome but in our case nothing is so far clear from the Govt side. In that case how to take into confidence the Govt version? What today the Govt has proposed, the new committee formed by the Govt will bring the same, may be with certain modification which may not be at par our expectation. Once the Confederation has agreed to deffer the strike let us wait and see what the Govt thought to do in employees’ (working/pensioners) favour.

Hard to understand why the government need another 4 months to fix the fitment factors and other demand raised by NJCA is the government is serious or try to stretch it its really a hurting the sentiments of CG employees if they r serious i dont find they need 4 Months timeto resolve the problem

    NJCA should clarify all the doubts raised by CG Employees. When and how this will be implemented?Decision on HRA TO BE TAKEN SOON.

  13. It is crystal clear, the committee takes 4 months time to submit its report. Even the Govt may extend the time limit and also give “Directions”to the committee as to which is to be reccomended and which is not be changed.The Govt after receiving the report take some more time to review and put up in the cabinet meeting. In all the probabiliy, we may get our revised salaries in Jan 2017 and arrears in March 2017.
    It is a sad state of affairs that the unions have fallen into the “Khedda” dug by Govt and it was a blunder to agree for the Govts proposal to refer the Minm Wage & Fitmnet factor issues to the Committee.

  14. Has the grade pay of ASM cadre been raised to 4200 before merger of pay scale in 7th CPC pay matrix??
    What would be the salary one ASM is going to avail in 7th CPC?
