LTC Scheme to visit Andaman and Nicobar & availability of Air India Flight

Shri. GOKARAJU GANGA RAJU has raised some Questions in Lok Sabha regarding LTC Scheme to visit Andaman and Nicobar and availability of Air India Flight to Port Blair from Kolkata, Chennai and Bhubaneswar.

The Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Shri. DR. JITENDRA SINGH has stated the following details in his reply on 15.03.2017.

(a) whether the Central Government employees are allowed to visit Andaman and Nicobar under LTC scheme and allowed to travel by Air from Kolkata, Chennai and Bhubaneswar to Port Blair;

As per the extant instructions, the Government employees are allowed to travel by air on LTC to Jammu & Kashmir (J&K), North-East Region (NER) and Andaman & Nicobar Islands (A&N) subject to the conditions prescribed in DoPT’s O.M. No. 31011/3/2014-Estt.A-IV dated 19.09.2016.

(b) if so, the details thereof and whether Air India flights are in operation from all these destinations to Port Blair, particularly from Bhubaneswar; if so, the details thereof;

The Govt. employees entitled to travel by air may travel from their Headquarters/place of posting directly to the place of visit. However, for non-entitled employees, air travel has been allowed in economy class of Air India at LTC-80 fare or less between Kolkata/ Chennai/ Bhubaneswar and Port Blair.

Air India is operating daily flights from Kolkata/Chennai to Port Blair and vice-versa. However, flights between Bhubaneswar to Port Blair are not being operated by Air India at present.

(d) whether Government proposes to include by Air travel from Visakhapatnam to Port Blair the other route where Air India flights are in operation; and if so, the details thereof?

Presently there is no proposal to include air route of Vishakhapatnam to Port Blair in the current scheme.

    I have traveled with family on LTC to Havelock (Port Blair) from Delhi directly by pvt airlines purchased from airline website (spicejet/Indigo) at Rs. 7000/- per each one way.ticket. Taking into account Rs 6500/- for steamer from Kol to Portblair and Rs. 3000/- per ticket from Delhi to Kolkata. Now our dept says that my claim is not valid as I had traveled directly by Pvt airline from Delhi to Port Blair and I am only entitled for ticket from port blair to Havelock which is 900/- per head for return journey, which they are admitting. Pl clarify whether any govt servant can not travel on LTC ticket by air which is less than that the combined cost of Steamer and train from Delhi to Port Blair
