Subject. Minutes of the meeting held under the chairmanship of Secretary(P), on 06.03.2017 to consider the cases of inter cadre deputation/ extension of deputation / inter cadre transfer.

Minutes of the meeting held under the chairmanship of Secretary,DOP&T on 06.03.2017 to consider the cases of inter cadre transfer/ deputation / extension of inter cadre deputation requiring relaxation og provision(s) of the guidelines.

A meeting was held on 06.03.2017 under the Chairmanship of Secretary(P) to consider the cases of inter cadre deputation/ inter carde transfer requiring relaxation os provision(s) of the guidelines. The members of the committee EO&AS&AS(S&V) were present. Further, DS(AIS)&US(S-III)were also present to assist the Committee in the meeting.

The Committee took note of note the Action Taken Report on the minutes of the previous meeting held on 23.01.2017.The Committee after detailed deliberations and careful consideration in each took following decisions in the meeting:-

Case1: Extension of inter carde deputation of Shri Ajay Yadav ,IAS(BH:05)from Bihar cadre to Uttar Pradesh cadre for a further period of two years w.e.f.30.07.2017

The committee was informed that both the state government have conveyed their consent for extension of inter cadre deputation of the officer w.e.f.30.07.2017. The committee observed that the period of inter cadre deputation of Shri Ajay Yadav. IAS(BH:05) is going to end on 30.07.2017 and felt that it is premature to recommend the proposal at this stage. Further since model mode of conduct id enforced and the assembly Election is going on in Uttar Pradesh.thr Committee directed to seek the comments/consents of the new Government and put up the proposal before the Committee thereafter.

Case 2: Carde change of Shri Shiraz Daneshyar.IAS (WB:14) from West Bengal carde, on the basis of PH(Physically Handicapted)policy dated 14.02.2014

The Committee was informed that Shri Shiraz Daneshyar,IAS (WB:14)has requested for carde change on groups of PH policy.The committee after detailed deliberations decided to defer the proposal at present.

Case 3:Inter carde transfer of Shri Megha NIdhi Dahal,IAS (AM:2015) from Assam-Meghalaya cadre to Sikkim cadre.

The Commitee was informed that Shri Megha Nidhi Danal,IAS(AM:2015) has requested for inter cadre transfer to S ikkim cadre. The Committee after detailed deliberation directed to seek comments/consent of respective state Governments and vigilance status in respect of the officer and thereafter put up the proposal for consideration before the Committee.

Case 4:Inter carde deputation of Shri Siva prasad Kakmanu,IAS (PB:93)from Punjab carde to Andhra Pradesh carde -reg.

The Committee was informed that the officer has requested for inter carde deputation to Andhra Pradesh carde. The Committee decided to defer the proposal

Case 5:Extention of inter-carde deputation of Smt. Nidhi Kesarwani,IAS(MN:04) from Manipur carde to Uttar Pradesh carde for a further period of 3 years.

The Committee was informed that Smt. Nidhi Kesarwani,IAS has requested for extension of inter cadre deputation for a further period of three years beyond 13.10.2017.The Committee felt that it is premature to recommend the proposal at present and direct to put up the proposal at appropriate time before the Committee.

Case 6: Inter carde deputation of Shri Dheeraj Kumar,IAS (MH:2005)from Maharashtra carde to Uttar Pradesh carde on personal grounds.

The Committee was informed that both the State Governments have conveyed consent/no objection for inter cadre deputation.Further, the officer is clear from vigilance angle. The Committee after detailed delibrations recommend the proposal and directed to put up ACC note for the approval of ACC.
